Between 2005 and 2006, AASHTO combined resources from the Transportation Research Board’s National Cooperative Highway Research Program, the Transit Cooperative Research Program, and state pooled funds to conduct policy research on the future needs of the nation’s surface transportation system.  The results of this research enabled AASHTO to provide information and policy recommendations to the National Surface Transportation Policy and Revenue Study Commission.
